Wanting to avoid the appearance of partiality the Niagara County SPCA has hired prominent Buffalo attorney Paul Cambria to head a second investigation into the shelter.

Cambria said his review will be an "objective look at exactly what's going on there."

Cambria said he is being paid by the Niagara County SPCA.

Another invesitgation is being headed by Erie County SPCA head Barbara Carr. Wheatfield Town Supervisor Bob Cliffe at Monday's Town board meeting said,

There are apparent connections between Barbara Carr and the Niagara County SPCA that bring her impartiality into question
